1. Background
   The Government of the Commonwealth of Dominica has received financing from the World Bank toward
   the cost of Leveraging Eco-Tourism for Biodiversity Protection in Dominica and intends to apply part of the
   proceeds for consulting services. The Ministry of Environment, Rural Modernisation, Kalinago Upliftment
   and Constituency Empowerment intend to procure individual consulting service to revise/develop the
   Waitukubuli Trail Management Plan.
2. Objective of Assignment
   The objective of the assignment is to develop the Waitukubuli National Trail Management Plan, in a highly
   participatory manner and following best practices worldwide. The result will be an improved management
   framework and it will provide sustainable trail guidelines for operational aspects of trail management to
   include conservation, maintenance, utilization, financing, promotion, safety, etc.
3. Required Qualifications & Experience
   Qualifications

• University degree (bachelor’s or higher) or equivalent professional qualification in Natural Resource
  Management, Forestry, Ecology, Eco-tourism, Protected Areas planning and management.
  Experience
• At least 7 years of professional experience in natural resources management.
• At least 3 similar projects or assignments.
• Demonstrated experience working with national governments, communities, and diverse
  stakeholder groups.
• Demonstrated experience in conducting beneficiary consultations, and stakeholder
  engagement/participation.
• Experience in developing planning and management documents and analysis for long-distance
  trails is an asset.
• Experience working within Small Developing Island States (SIDS) context would be an asset.
• Fluency in English with the ability to write in a clear and concise manner. Dominican Creole will
  be an asset.
  Skills
• Excellent interpersonal and communication skills.
• Ability to meet deadlines and prioritize multiple tasks.
• The ability to communicate complex procedures among various stakeholders.
• Proficiency in the use of Microsoft Office Applications and software.
• Attention to detail.

   EOI’s should be a max of 5-10 pages.

2. Shortlisting and Selection
   In the assessment of submissions, consideration will be given to the applicant’s qualifications, relevant
   professional experience, and experience in similar assignments, including experience in participatory
   stakeholder engagement and the development of management plans for long-distance trails. Only
   experience clearly demonstrated and supported by the submitted documentation will be considered. The
   Individual Consultant who is determined to be the best qualified and experienced for the assignment will be
   selected.
3. Fraud and Corruption
   The attention of interested Individuals is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World
   Bank’s “Procurement Regulations for IPF Borrowers” 7 th Edition (September 2025) setting forth the World
